Raised in Admire, Kansas went through 12 grades of School and meet his childhood Sweetheart Liz and they were married Sept. 4^th, 1955 in the Admire Methodist Church. He Graduated from Central Technical Institute School in Kansas City, Mo. about 6 blocks from where Grand Lodge Convention was held in 1999. They lived in Peoria, IL. for two years, moved to Great Bend, KS. For 4 ½ years. Moved to Albuquerque in Nov. 1964. He worked for KOAT-TV as Transmitter Supervisor and RF Engineer over 35 years, and retired Jan. 29^th. 1999. Billy and Liz have twin daughters and one son. He Coached YABL for two years 1973-74. He was an usher for Asbury Methodist Church, and did repair work for them.

Billy joined Albuq. Lodge # 461 in Sept. 1975. Committees he has worked on are, Credentials, Americanism, Chairman for C. P. and ENF, Veterans Service, Picnic, Budget, has worked lights and sound for many years at Lodge meetings and Indoctrination, doing electrical, and Television work around the Lodge. Helping repair the ceiling in Dinning Room and Fire Place area hung and wired ceiling fans, helping Elk Ladies group, and set up the Computer System for the Lodge Secretary. He & Liz were co-Editors of "Around and About 461" for the Lodge Bulletin for four years. Then they took over as editor for the Elks Herd in June of 2001 to January 2003.

Billy was appointed Inner Guard in 1985 moving to Lecturing Knight, and then serving in the Chairs until he was Exalted Ruler in 1988-89. Was elected to 5 year Trustee in 1989 and served as Chairman in 1993-94. He was President of the PER Association, in 1990-91 and Secretary/Treasurer three times. His son Curtis was initiated into Elkdom in 1983 when he was 21 becoming Exalted Ruler in 1991-92, the only father son ER’s in # 461 first 102 years. Has been cyber-assistant for four years for 461.

Billy was All State Loyal Knight 1987, winner of the Eleven O’clock Toast contest at State Convention in 88. As ER his Ritual Team won State to have the privilege to Represent NM at National G. L. competition in 89. Serving as Ritual Coach for 5 years, in 1997 taking his Team to National by being State Ritual Champions and All State Ritual Coach. He Judged Ritual in Texas 1996 – New Mexico 1998 - Grand Lodge in 98 - Colorado 99 – Wyoming in 01 and Oklahoma in 02,Colorado in 03, Oklahoma 06, Colorado in 06, Judge State in 07. He has been a Ritual Floor Judge since 1991, also working computer at State Convention’s in 99 & 2000. He has worked the State District Ritual Contests since 199l.

At the State Level he has served as NW District Membership chairman in 89-91, Grand Capon for the NMEA PER Association in 89-90, NMEA State TILER in 90-91, Chairman for NMEA Elks Training from 1991 to 1994, NW District Ritual Chairman 94-97, ENF NW District Chairman 98-99 and 99-00. He was State Ritual Chairman from 2000 to 2003,&  and NW District Internet Chairman for three years. Appointed State Internet Chairman for 2003 to present, along with being State Tiler, on the internet won 3 4star ratings and 2 5 star ratings the last two years.  Has was reappointed as State Ritual Chairman 2004-2006. Was Elk of the Year in Albuquerque Lodge 02-03 and State Elk of the Year 2005-2006.

He has attended Grand Lodge Convention for sixteen straight years & again in 2008.  At Grand Lodge Convention in Dallas at the 136^th Convention on July 6^th. 2000, he took his oath of office as North West District Deputy Grand Exalted Ruler and was sworn in by Grand Exalted Ruler Dwayne E. Rumney from Willmar, MI. Lodge # 952. He was the personal representative for the GER. for Albuquerque, Gallup, Farmington, Grants-Milan, Belen, and Rio Rancho. Was appointed as Special Representative for Belen Lodge #2499 in December 03 till March 04.
