President Rick Callaway
Rick was born in San Diego, California on August 9, 1955. He was raised in Spring Valley, California where he attended school. He graduated from Mt. Miguel High School in 1973. He moved to Roswell, NM in 1974 with his family and open up an auto repair business. He has been service manager of the family owned business for 31 years.
He married Tracy London of Roswell in 1982 and they have two daughters, Lindsey and Jessie.
Rick and his wife Tracy owned and operated Roswell Dragway for 20 years before selling the business in 2001. They operated El Paso Dragway for 8 years. Rick has drag raced all of his life and was sponsored by Anheuser Busch for 4 years. He is an avid hunter and enjoys music.
Rick is a Life Member of the Rocky Mountain Elk Foundation.
Rick joined the Roswell Elks Lodge in 1995 and became Chaplain in 1996. He went on to win All State Chaplain in 1997. The Roswell Team won All State A honors. Falling in love with the ritual competition, he went on to Loyal Knight where he won All State Loyal Knight. In 1998 Rick’s daughter, Lindsey, was diagnosed with a malignant brain tumor. Rick spent the next two years with his family as Lindsey battled her illness. Rick, Tracy, and Jessie lost Lindsey in January of 2001. He returned in March of that year to finish as Leading Knight and took All State again. As Exalted Ruler in 2002 he won All State ER and led the Roswell #969 Ritual Team to their first AA State Championship with a score of 97.998. The Ritual Team competed in St. Louis finishing second in the West and in the final 4 took second in the Nation, giving NM its highest finish in Ritual Competition.
In 2003 Rick became the NMEA C&B Trust Chairman and was given the high honor of the 2003-2004 NM Elks Association Elk of the Year Award. Rick was named NM Elks Association Top Membership Recruiter in 2003 and has been awarded the GER Award every year since he became a member. He has received three membership watches.
Rick became Roswell Lodge #969 PER Association President in 2004 and then again in 2005. He was assistant ritual coach 2004. He was the NMEA State Tiler in 2004-2005. He was District Deputy Grand Exalted Ruler NM Southeast, NMEA C&B Trust Chairman, and Southeast District New Lodge Chairman in 2005-2006. He was NMEA Trustee in 2006-2008.
He was NMEA State Ritual Chairman in 2006-2008 when NM had a second place national ritual winner and a national ritual champion. He is a current certified ritual floor judge and has judged out of state contests. In 2008 Rick became the NMEA Vice President and became President Elect the following year.
Along with Tracy and Jessie, Rick has dedicated the past nine years to helping children endure the hardships of long hospital stays by donating toys in Lindsey’s memory. The Lindsey Callaway Memorial Toy Drive has donated over $136,000 to the children’s hospital, a true tribute to Lindsey’s memory. Rick would like to thank the many Elks who have supported this cause.

President Elect John Hilliard
John was born in Opelousas, Louisiana on June 18, 1951. He grew up in south Louisiana, graduating from Opelousas High School in 1970. John joined the US Air Force in October 1970 and served for 7 years. During that time, he had the oppurtunity to serve overseas in Turkey and Greece. After the military, John spent a number of years in the Louisiana oilfield. He worked on offshore drilling platforms in the Gulf of Mexico. In 1986 John and his family moved to Albuquerque. He attended and graduated from Albuquerque TVI in Electronics. He worked in the electronic field at Kirtland AFB for ten years. John has been working in the accounting field since 1997 and is currently Office Manager and Full Charge Bookkeeper for Westside Plumbing & Heating in Albuquerque. John was initiated into Albuquerque Lodge #461 in January 1987. He started through the chairs in 1988 as Inner Guard and was installed as Exalted Ruler in 1992. He has served on various lodge and state committees, some of them as chairman. A few committees were; President Lodge #461 PER Association, Veterans Services, National Foundation, Lapsation, Budget, District Ritual NW, District National Foundation NW, State Scholaship, State Ritual Shootout Chairman and NMEA State Ritual Chairman. In 2000-01 served as Auditor for DDGER NW, 2001-02 served as NMEA State Chaplain, 2001-06 held the office of NMEA State Secretary and in 2005-06 served as District Deputy GER for NW District. John has been married to Vicki (Fitzpatrick) for 37 years. They have 3 children, Greg who is in the Navy, stationed in Norfolk, Va., Cheryl who lives in Albuquerque and Johnny who is a Past Exalted Ruler from Albuquerque Elks Lodge # 461. John and Vicki have 3 grandchildren. Granddaughter Marina who is 16 years old and lives in Virginia Beach, Va., a grandson Riley, 7 also from Virginia Beach, Va. and granddaughter, Samantha, 6 from Albuquerque.

Vice President Roger Hamman
Roger was born in Ada, Oklahoma on February 21, 1954. He grew up in southern Oklahoma and graduated from Tishomingo High School in 1971. He continued his education earning an Associate of Science in Biology from Murray State College in 1973 and a Bachelor of Science in Fish and Wildlife Biology from Southeastern Oklahoma State University in 1975.
Hamman started his career with the U.S. Fish and Wildlife as a seasonal employee at the Tishomingo National Fish Hatchery in 1975. He became a permanent full-time Biological Aid in 1977 and later that year was promoted to a Fishery Biologist. In 1978, he transferred to Willow Beach (Arizona) National Fish Hatchery, where he became involved in endangered fish culture. He was selected to attend the Fisheries Academy “Fish Hatchery Managers” course in Leetown, West Virginia in September, 1981 and returned to Willow Beach in May, 1982 after nine months. He transferred to Dexter National Fish Hatchery in November, 1982 and in September, 1986 became the Assistant Hatchery Manager. He was present for the transformation to the Dexter National Fish Hatchery and Technology Center in 1991 and became the Assistant Center Director. He has published 20 scientific papers dealing with the spawning and culture of several endangered fishes and considers his most memorable accomplishment, while working for the Fish and Wildlife Service, as saving the bonytail chub from extinction. He received many awards during his career including the “Superior Service Award”, one of the prestigious awards given by the Department of the Interior. After 33 years of service with the federal government, he retired on February 28, 2009.
Roger was initiated into the Elks at the Roswell Lodge #969 in July, 1983. He was appointed Inner Guard in 1984-85, which began his progression through the chairs, and served as Exalted Ruler in 1989-90. He served a 5-year term as Lodge Trustee from 1991-96 and President of the PER Association in 1998-99. He has served as Chairman of several Lodge Committees including: Youth Activities, Public Relations, Memorial Services, Veterans Service, Elks National Foundation and Charitable & Benevolent Trust.
He has served the New Mexico Elks Association as SE District Membership Chairman (1990-91), State Public Relation Chairman (1991-95), SE District Committee on Grand Lodge (1996-97), SE District Charitable and Benevolent Trust Chairman (1996-97), SE District Veterans Service Chairman (1996-98), State Elks National Foundation Chairman (1998-2009) and SE District Laws Chairman (2004-2010). He was honored as NMEA “Elk of the Year” in 1991-92; served as District Deputy Grand Exalted Ruler, New Mexico-Southeast, in 1995-96; elected and served a 5-year term as NMEA State Trustee in 2000-05; and, served as NMEA State Tiler in 2005-06. He is a Life Benevolent Member of the New Mexico Elks Charitable and Benevolent Trust, and a Permanent Benefactor of the Elks National Foundation.
Hamman is a life member of the North American Hunting Club, North American Fishing Club, Handyman Club of America, Murray State College Alumni Association and Southeastern Oklahoma State University Alumni Association. He is also a member of the National Association of Federal Retired Employees, National Rifle Association and Bass Anglers Sportsman Society. His hobbies are hunting, fishing and photography.
Roger is supported by his loving wife Regina (Gina). They have two sons, Cullen and Garrett, and daughter-in-law Stephanie who is married to Cullen. Gina is the Music Instructor at Dexter Elementary School, Cullen is the Manager of a Sports Apparel Store in Albuquerque and Airman First Class Garrett is an Aerospace Propulsion Journeyman at Eielson Air Force Base, Alaska.


barks Secretary Kandi Barks
Kandi Barks was born December 24, 1946 in Las Vegas, New Mexico. She was raised in Southern California and graduated from Narbonne High School in 1964. She attended college at both Long Beach State and Moorhead State University.
After a wonderful career as a Director of Administration, which enabled her to travel all over the United States, Europe, Middle East and Africa she returned to New Mexico to retire. Along with her husband Jerry, they now run two small businesses in Raton.
Kandi remains dedicated to supporting Veterans and has been very active with Veteran causes for many years. She supports and participates in Run For the Wall through the Northern New Mexico leg of their journey. Great Grandfathers, Grandfathers, Uncles, her brother and a nephew have proudly served our great nation for generations. In her office you will find a Newspaper dated December 9, 1943 showing seven of her Uncles, all were serving overseas at the same time.
Kandi was initiated into Raton Elks Lodge # 865 on 2-19-2005 while her husband Jerry has been a member since 2-1-1987. Kandi has held the office Secretary of Lodge # 865, NE Protocol Committee Chair, many Lodge committee chairs as well as the honor of being State Tiler.
